2019 Companion Animal Cruelty Bills



4/27/19 – The first session of the 88th Iowa General Assembly has adjourned without any companion animal protection bill passed.


While the Community and Pet Protection Act (HF737) was passed by the Iowa House of Representatives with broad, bipartisan support and a UNANIMOUS vote, ultimately the Iowa Senate Republicans blocked the bill as Majority Leader Jack Whitver (R-Ankeny) chose not to bring the bill to the floor for a vote.

While we didn’t cross the finish line, we gained more support – within both parties and both chambers- than ever before. And we are extremely grateful for all legislators who sponsored, supported, and voted in support of these bills to better protect Iowa pets and communities. 


The Community and Pet Protection Act (HF737) received more support than such a bill has ever before!

April 19, 2019 – The first session of the 88th Iowa General Assembly is almost complete. While the official 110th day of session is May 3 and surprises can always delay adjournment, legislators may wrap up as early as next week.

April 4, 2019 – The Senate Judiciary Committee passed by a 12-2 vote! The bill has now survived the second funnel and is eligible to be considered by the full Senate.

April 2, 2019 – A Senate Judiciary Subcommittee passed and recommends passage

March 28, 2019 – The Iowa House of Representatives PASSED the Community and Pet Protection Act (HF737) UNANIMOUSLY!

April 4, 2019 – The Senate Judiciary Committee passed by a 12-2 vote! The bill has now survived the second funnel and is eligible to be considered by the full Senate.

IVCA: This is the least impactful companion animal cruelty bill currently at the Capitol. IVCA would like to see amendments to make this a more robust bill, or simply have the Senate prioritize SF369
